Duncan William Smyth is a highly experienced building professional with over 25 years of hands-on expertise in planned maintenance, regulatory compliance, disrepair claims, structural investigations, fire safety, and project management. He has worked across local authority housing, the NHS, Ministry of Defence (MOD), and private sector developments.
Duncan has a proven track record of successfully managing large property portfolios ranging from 5,500 to 17,500 units, multi-million-pound budgets, and multidisciplinary teams of up to 30 staff. He is recognised for his in-depth knowledge of the Decent Homes Standard (including the ongoing reforms addressing Category 1 and 2 hazards, damp and mould under the Housing Health and Safety Rating System, and future energy efficiency requirements), CDM regulations, insurance claims, aids and adaptations, and the Big 6 compliance regime (gas safety, electrical safety, fire safety, asbestos management, legionella/water hygiene, and lifts).

Currently collaborating with Kent Councils, conducting disrepair surveys, preparing Part 35 compliant expert witness reports, and managing maintenance, structural projects, insurance works, and compliance.
Specialist in defect diagnosis, planned/reactive maintenance, project management (up to £1M), statutory compliance (asbestos, CDM), and expert reporting for housing disrepair claims.

Stephen Smith MCIOB
Stephen R. Smith MCIOB is a highly experienced Chartered Construction Manager and Building Surveyor with over 45 years in the construction, building control, and facilities management sectors.
Beginning his career on-site in the 1970s as a Site Engineer and General Foreman with major contractors such as John Laing Construction and J and R Roof Ltd, Stephen progressed through roles in property management for prestigious clients including the Property Services Agency (working on buildings like Buckingham Palace, the Victoria and Albert Museum, and the Tate Gallery), the Ministry of Defence, and Kent County Council projects.
He has held senior positions in both public and private sectors, including Operations Manager at BCL Contracting Ltd (1994–2008), Principal Building Surveyor at LB Newham (2013–2017), and various Building Control Surveyor roles with organisations such as STG Building Control and LABC Warranty.
Since the early 2020s, Stephen has specialised in fire safety compliance under the Regulatory Reform (Fire Safety) Order, serving as Fire Compliance Manager for councils including Canterbury (2020–2021), Thanet (2021–2022), Ashford (2024–2025), and most recently Tandridge (late 2025–2026). In these roles, he has managed Fire Risk Assessments (FRAs), remedial works (active and passive fire protection), fire door replacement projects, high-risk building oversight (including 11m+ and sheltered accommodation), and liaison with fire services and regulators — including post-Grenfell tower block compliance initiatives.
A Member of the Chartered Institute of Building (MCIOB) since 2000, Stephen is skilled in JCT contracts, planned and reactive maintenance, listed/historic buildings, building regulations compliance, procurement, team leadership, and health & safety (including CDM). He holds additional qualifications in fire safety management, fire door inspection, and IOSH fire training.

Stuart Campbell
Stuart Campbell is a highly experienced Mechanical and Electrical Engineer and Compliance professional with over 25 years’ experience delivering, managing and assuring complex building services across public sector, local authority and emergency service estates. He has deep technical expertise in mechanical and electrical systems, including gas-fired plant, commercial boiler rooms, electrical distribution, standby power, UPS systems and associated life-safety interfaces, operating within live and mission-critical environments.
He has held senior technical and compliance roles with accountability for statutory compliance across large, multi-site portfolios, covering gas safety, electrical safety, asbestos management and fire system interfaces. Stuart routinely provides engineering assurance through detailed technical review of EICRs and LGSRs, authoring specifications for complex M&E installations, undertaking contractor audits, and resolving high-risk compliance and performance issues. His project experience includes delivering resilience upgrades, plant room refurbishments and system replacements while maintaining uninterrupted operational service.
Stuart demonstrates professional competence equivalent to HNC/HND level in Mechanical and Electrical Engineering, gained through extensive hands-on engineering, commissioning, fault diagnosis and senior technical responsibility. He holds advanced vocational qualifications including Gas Safe (domestic and commercial), 18th Edition Wiring Regulations and City & Guilds 2391, and is currently completing the CIOB Level 6 Certificate in Building Safety Management. He is recognised for his analytical, risk-based approach to engineering governance, building safety and compliance assurance within complex operational estates.
